We have today published its Annual Review for 2025, showcasing a year of strong delivery, trusted partnerships and measurable support for children and families across the island.
Throughout 2025, we remained steadfast in its mission to ensure every child in Jersey has the best possible start in life, with access to the nurture, care and learning they need to thrive. In a year marked by ongoing economic and social pressures, we played a vital role in supporting family stability and improving outcomes for children in Jersey.
The Annual Review reports consistently strong outcomes across our core programmes, including our registered nursery, Play & Learn, the Special Needs Inclusion Programme and the Best Start Plus Nursery Funding Programme. These are complimented by essential island-wide services such as tailored childcare information and the Nanny Accreditation Service, which helps ensure high standards of care, safety and professionalism for families.
One of the most significant recent milestones was the Government of Jersey commissioning the Trust to provide early years support for all children with disabilities in private nurseries and pre-schools. This development reflects our long-established credibility and proven impact.
The Review outlines the scale and reach of our work over the past year. Key highlights also include:
- The Special Needs Inclusion Programme delivered 30,786 hours of specialist support to 69 children across 23 private, mainstream early years settings, responding to increasingly complex needs.
- Play & Learn at d’Auvergne, our registered nursery for two to three-year-olds, completed its first full year of operation, providing 4,644 nursery hours for 26 children, alongside weekly Stay and Play sessions for families.
- The Best Start Plus Nursery Funding Programme supported 66 children, with 2025 marking the first year that every referred child successfully secured a nursery place.
- Through workforce development and training, we supported a stronger children’s sector, with 449 practitioners trained and 93% of participants rating training as ‘excellent’.
Our work is underpinned by a strong commitment to evidence and accountability, using an Outcomes Based Accountability framework to ensure resources are targeted where they make the greatest difference. This approach has seen the Trust recognised as a beacon of good practice in measuring and reporting impact, with the Trust delivering to more than 100 organisations to help strengthen reporting across the charity sector.
Commenting on the publication, Fiona Vacher MA, Chief Executive Officer of Jersey Child Care Trust, said:
“2025 was a tremendous year for us, shaped by meaningful progress and an unwavering commitment to children who need us most. Together with our partners and supporters, we enabled children to learn, play and develop – often in the most challenging circumstances. Looking ahead to 2026, we are excited to expand our support for children and additional needs and continue making a real and lasting difference to children’s lives.”
